In family immigration cases, the main rule is that the reference person living in Norway must be able to document a sufficient income the year before he or she wishes to bring his/her family to Norway, and he/she must also be able to prove that he/she will have sufficient income the following year.
Applications for Family Immigration must be submitted in person at the Embassy in Tokyo. Children aged 7 or higher must appear in person at the Embassy when applying.
List of required documents
All documentation must be provided in English or Norwegian. Documents in other languages MUST be provided with translations. Please submit one copy (in addition to the original) of all documents
- Signed copy of cover letter which can be printed out after completing an online application. Or one properly filled out paper application.
- 1 photo (3,5 cm x 4,5 cm)
- Family register or other document proving the applicants relation to the reference person.
- If married, original marriage certificate.
- One copy of applicant's valid passport and previous passports including past visas and immigration stamps.
- One copy of the reference person’s valid passport including past visas, immigration stamps.
- Proof of reference person’s future income. Must at least correspond to salary grade eight in the pay scale for Norwegian state employees (Yearly income 225,400NOK as of May 2010).
- Tax certificate documenting reference person’s previous income. Must at least correspond to salary grade eight in the pay scale for Norwegian state employees (Yearly income 225,400NOK as of May 2010).
Not necessary when the reference person:
• is over the age of 23 and had a registered net wealth of at least NOK 1 million in the last two tax settlements – documentation must be enclosed
• receives permanent retirement pension or disability pension, totalling in excess of or equal to the minimum pension
• has completed military or civilian national service – documentation must be enclosed
• holds a residence permit as a skilled worker or a specialist, or holds a residence permit that does not form the basis for a permanent residence permit (settlement permit), which nonetheless forms the basis for family immigration (for example study permit, or a permit as a researcher with own funds).
• is a Norwegian national, a Nordic national or a foreign national with a permanent residence permit who has undergone higher education (university college or university) in Norway or abroad and has accumulated at least 60 credits or the equivalent, or has undergone vocational tertiary education in Norway equivalent to one year’s nominal length of study
- Documentation of housing (sale or rental contract)
- Application fee: NOK3000. Payable by VISA or MasterCard on the Application Portal
OR
JPY41000,-. To be paid in cash upon delivery of paper application.
Please note that additional documentation may be required.
Fiancé Permit
If you are planning to get married in Norway, you can apply for a permit that will enable you to do this. The permit is valid for six months. You must live with your fiancé in Norway during this period. If you do not get married in the course of six months, you must leave Norway.
For this permit you will need to submit the following documentation:
- Certificate of non-impediment to marriage or similar documentation for both of you (less than six months old)
- Divorce certificate/death certificate of former spouse/partner, if relevant
- A copy of the person living in Norway’s passport (all pages, including those not used)
- A description of your relationship and the wedding plans, when and where you met each other, how often you have since the first time, when you decided to get married, and when and where the marriage will be celebrated

Additional documents for Minors (under the age of 18)
- Passports of both parents
- Original Letter of Parental Consent to apply for and obtain a Residence Permit, signed by both parents.
If only one parent has sole custody of the child, the Court Decision awarding custody to the one parent must be submitted. If the other parent is dead, the proof of this must be submitted.
NB: For the protection of children, the above documents will be verified and a longer processing time must be expected.
Important
- An application will not be completed untill all necessary supporting documents are delivered.
- The application fee is non refundable once an application has been lodged.
- The person living in Norway must not have received financial support or qualification benefit from NAV in the year before his/her family member applies for family immigration.
